"Buy cheap, buy twice", so the saying goes.  There's a load of crappy shockcord on the market and with shockcord, you really do get what you pay for. Most outdoor uses of bungee cord (like adding a cinched carry option to the outside of a pack or an elastic cinch to the hem of your trousers) generally doesn't require a vast quantity and so spending a little extra on a high quality product that will last and maintain its performance is likely a sensible investment. 

Marlow Ropes' 3mm marine shockcord is the best all-round, external-use shockcord that Scramble have come across. It's a very dense cord with a tightly woven, 12-plait, high-tenacity polyester cover (most regular shockcords use polypropylene which is less robust) that provides excellent abrasion resistance and durability. 

In summary, if you require a tough, high performance, multi-purpose, premium shockcord and don't mind spending a few extra pennies, this 3mm cord from Marlow Ropes is about as good as you'll get.
